Proximity, prominence and relevance — and which one you can actually change.

The three business listings above the organic results — the Map Pack — are ranked by a different system from the blue links below them. Google describes it with three factors: relevance, distance and prominence.
How far the business is from the searcher, or from the place named in the search. You cannot move your office for SEO, and fake addresses get listings suspended. Accept it and work on the other two.
This is where the work pays off. Reviews — how many, how recent, how you reply — matter a great deal. So do consistent name, address and phone details across directories, and links and mentions from local sites and press.
You cannot change where you are. You can change how clearly Google understands what you do and how much the local web talks about you.
Your organic strength feeds prominence. A location page with the same name, address and phone as the profile, real photos, and the services you listed gives Google something to confirm the listing against.
Category and profile fixes can move rankings within weeks. Reviews and local links compound over months. Anyone promising the top spot in every part of a city is ignoring distance.
